·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·        If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

Would the school district accept "MIBS Leased Equipment" in lieu of "MIBS Existing Equipment"? If so, would the School District reissue the corrected 470?

Answer:

Please make sure you read all the information on the IFCB. We are only asking for MIBS because sometimes the licenses require that category to be checked on the 470 and we’re not looking for any leased equipment.

In the function section of the 470 we need to see what they are looking for, instead of existing equipment we need to see any of the things that are listed as Eligible Broadband Internal Connections, As defined in the current 2024 Eligible Services List which is an actual Court order

Would the Salida School District accept bids for MIBS services if new equipment includes management, licensing and break-fix? Would Salida School District accept SIPA filtering as part of the MIBS service?

Answer:
We are not interested in any MIBS leased equipment solution.

RFP Questions - IFCB ID : 240026316 1. Will there be available times for a physical tour of the various buildings to inspect the requested network drops? 2. For the network drops, there are roughly 100 AP’s in the requested refresh, but 1100 network drops, is the goal of the additional 1000 networks drops to replace the existing physical network drops in all Salida buildings? a. If the answer to question 2 was yes, is there a desire for Cat6 or Cat6e cabling, specific to POE requirements. i.e. 30W capable, 60W capable, or 90W? 3. For the 1100 network drops, outside of a complete inspection, is there a way we can categorize the network drops. An example categorization for quoting purposes might be 60% of drops are 0-125 feet, 25% are 126-200 feet, and 15% are greater than 201 feet? 4. Do we have a rough estimate of the number of actual 24 or 48 port patch panels? Basic numbers might be around 22x 48port, but this is likely not very accurate. 5. Will cabling installers be able to use existing cabling paths, i.e. paths through walls, structured ceilings, conduits, etc. 6. Is CAT6 cabling the preferred standard for ease of installation, moderate cost, with limited +1Gb speeds? CAT6A is available but is really only necessary for speeds above 1Gb and longer than 100’. 7. Are there any feature/function requirements guidelines or documents that accurately describe the justification for the products on the proposed hardware list? This would help ensure each device is capable of providing the expected outcome post-implementation. 8. Are there locations that need cabling that are beyond the reach of a standard OSHA approved ladder, i.e. locations in the rafters of say a gym? Locations that may need scissor lifts?
