·         Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

 

·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Bids submitted for services to an incorrect address will be disqualified.

 

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. CATEGORY ONE

INTERNET ACCESS

The District currently has 1GB bandwidth and is specifically requesting bids for 1GB, 2GB, and 3GB bandwidths.  Please indicate on your bid if you own the entire circuit for Internet Access or if you have the lease a portion (the last mile) from a separate provider.  The terminating address for this circuit is 17000 State Highway 154, Harleton, TX 75651.

E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. CATEGORY TWO

INTERNAL CONNECTIONS

The District would like to replace 58 Aerohive access points that were originally purchased back in 2016.  In addition to the replacements, they have two locations that they would like to add new access points to increase coverage/capacity.

 

The District would like to have fiber run to their Archery Building to increase the network speeds/reliability to that building so that it can be used as a testing center for the district.

 

In the past the District has used an appliance for their web filtering that also filled out router/firewall roles.  They have since switched to a more cloud-based filtering service and are now in need of a new router/firewall.

 

VOLUNTARY SITE VISITS

Vendors wishing to bid on Category Two Projects can attend one of two voluntary site visits.  The site visits will be held November 12th and November 19th.  Vendors will arrive at Harleton Elementary School, 17240 State Highway 154, Harleton, TX 75651, and check in with Blake Brown at 10AM CST. 

PROJECT A – WAPs

The District would like the access points Labeled, Physically Installed, and Added/Configured in their Ubiquiti Unifi Controller.  Two of the access points will need cat6 runs for the installation.  54 of the WAPs will be in standard classrooms.  6 will be used in common areas that may have more users at times.

Are you accepting partial bids?

Answer:

Vendors are required to bid all items listed in each particular project. You may choose to bid one or more of the listed projects.  For example, if you only wish bid on Project E you are not required to also bid on Projects A-D.

Are there any Wireless Access Points that can't be reached by ladder?  
No.

How many strands do you want in the fiber?
We would like it to be at least 6 stands of single mode fiber.

Do you need all the fiber terminated?
Yes.  We would like all fiber that is installed to be terminated.

How does the fiber need to be terminated?
Each end of the run already has a standard 19" rack.  We would like each end terminated to a rack mount fiber patch panel or enclosure with LC connectors.  Please include everything needed to terminate the fiber on both ends in bid.

What term are you interested in for CAT1 Internet bandwidth?

Answer:

5 years. We would also like a scalable contract that shows the pricing for each bandwidth level and that would allow us to upgrade during the 5 year term.
